Will was the Captain in charge of Admin Services when I hired on in 76. He made me feel welcome and comfortable. He always would take time to stop and talk with me in the hall and ask how my family was doing or how the job was going. When he retired and I would see him at different events over the years he would alway come over and see how I was doing never forgetting my name. I would always look forward to seeing him and enjoy my talk with him. A true gentleman that will be missed by me. My condolences to his family. My life became better meeting this fine man.

Captain Wilbur Carrier was one of the Great Ones. Wil always had time for you and all the PPD Officers respected him. You will be missed.

Will was my first supervisor ( as a rookie) , my golf partner and most of all my friend. No one was more pleasant, kind, helpful and of course professional. It was always great to see him. He was missed by many when he retired. Great PPD memories.
